Experiencing the arrest and incarceration of both parents at the age of seven, he attended Girard College, a grade 1-12 boarding school in North Philadelphia for children from low-income, single parent backgrounds. Founded in 1848 by Stephen Girard, a French-born entrepreneur who was once the wealthiest man in America, Girard College became home. Early on, Omar excelled at foreign languages, learning Arabic and French as a teenager. During high school, he took night courses at Community College of Philadelphia and Temple University. This experience played a formative role in his development. Academically, Omar specialized in international economics and public policy at the Elliott School of International Affairs. Elsewhere, he served as a student leader, elected by his peers to roles as president of the Black Student Union, Student Government Senator, Senate President Pro Tempore, and Student Body President. Omar received a Presidential Fellowship to complete a graduate degree in nonprofit management and governance at the Trachtenberg School of Public Policy and Public Administration at George Washington University. After faxing a letter to his hometown state senator, the late Shirley Kitchen, for advice in politics, she connected Omar to a U.S. congressman who hired him as an urban policy aide. In this role, Omar assisted senior staff with policy and issue research, and expanded to track legislation on a broad portfolio of domestic and international issues, including appropriations. Omar later transitioned to global government affairs at the Whitaker Group, a Black-owned advisory firm. While he advocated at the highest levels of the executive and legislative branches of the federal government, and represented numerous clients including African heads of state and Fortune 50 companies on increased trade and investment and other foreign affairs related issues across sub-Saharan Africa.

Omar went on to support President Obama’s first campaign, as a deputy regional field director in Pennsylvania. He played an integral role in Chester County voting Democratic for the first time since 1964, securing 54% of the vote. Omar later served as policy director to a PA State Senate Minority Whip, and also as policy director for a Philadelphia mayoral campaign. He also served as Vice President of Solutions at Results for America, a nonprofit that helps federal, state, and local government leaders harness the power of evidence and data to solve the world's greatest challenges. Omar later served as policy director to the PA State Senate Minority Whip State Sen. As a management consultant he traveled across the U.S. advising over 100 higher education, and healthcare system executives on cost savings strategies for their enterprises.

In 2011, he joined Venture Philanthropy Partners (now Youth Invest Partners), where he managed a $20 million portfolio of investments in high-performing nonprofits improving the lives of low-income children and youth in the DC area. He later moved back to his hometown of Philadelphia, joining GreenLight Fund Philadelphia as executive director. The firm’s vision is the eradication of poverty and discrimination, and the preservation of our planet through the effective direction of the resources of high net worth individuals, families, and institutions. Early on, Omar has built an impressive client list of family offices, private foundations, and institutions aligned with that vision.

Currently, Omar is executive director at HRS Management, a single family office and private investment platform founded by Josh Harris. He is a board member of the United Way of Greater Philadelphia, Compass Working Capital, Philadelphia Alliance for Capital and Technologies (PACT), and the PA Alliance Foundation. He is a Senior Advisor to Results for America, and held fellowships at the Black Venture Institute and the Center for the Study of the Presidency and Congress. He is also a Term Member at the Council on Foreign Relations.

Omar chairs the Finance & Investment Committee of the Independence Public Media Foundation, whose $130 million endowment provides nearly $10M annually in grants to support grassroots and ethnic media. He is also the founding chair of the PA Alliance Foundation, which has invested nearly $25 million to increase voter awareness and voter turnout among communities of color in Pennsylvania since 2020.
